Free Text Books

Government of Sindh, since 2003, has taken a major initiative of distribution of free textbooks to the students of primary classes in all government schools. From 2005-6 this incentive has been vertically expended till class X and an amount of Rs. 609 Million was earmarked for this purpose in the budget for 2005-06 which is being repeated in financial year 2006-07. Enrolment figures for the last few years have shown a positive correlation in the wake of this incentive. It is essential to point out here that due to positive impact of the program the Govt. of Sindh has announced distribution of free textbooks to the students for class XI-XII this year (2010-11).

Reform Support Unit has been working with the Text Books Board since year 2006 in facilitating the delivery of these books. A comprehensive system of monitoring has been devised using the reporting proformas as well as physical presence of RSU teams along with district government official to ensure the safe handing over of these books to the head master of each school. In order to provide incentive and cover transportation cost, an amount has been allocated for headmasters as well as Assistant District Officer (Education) of respective Talukas.

  • To attracts the poor parents especially of rural areas to send their children to school.
  • To reduces the education cost.
  • To enhance literacy rate.

TEXTBOOKS DEVELOPMENT

The Sindh education department has undertaken the initiative for implementing the new curriculum 2006-07 by developing new textbooks and support materials based on the objectives and learning outcomes of the curriculum. For this purpose several meetings have been held to determine the road map towards textbook and support material development.

In an initial meeting chaired by the education Secretary it was agreed that Sindh will move ahead with the application of the new curriculum through development of textbooks in the subjects of English, Science Social Studies and Maths from grades 1 – 6. In addition to the textbook support materials like work books and Teachers guides will also be developed based on this recommendation a road map for development of textbooks and support materials was formulated ( 7-8 April, 2011) jointly by all relevant stakeholders including Sindh TBB, BoC, RSU and Sindh Education Department.

In the same meeting it was agreed that books will be developed by private publishers in line with the new textbook policy and rule of STBB will be that of regulator, and facilitator of the textbook development process. In addition it was agreed at the role of BoC will be enhanced to include the approval of textbooks for this process as this function of the federal Ministry of Education is now devolved to the provinces. This will be done as an immediate step to jumpstart the process of textbook reform while parallel to this the capacity of BoC will be strengthened to take up the challenging task of assessment, development and review of the curriculum for the province of Sindh in the post 18th amendment scenario.

Based on this road map a meeting was held under the Chairmanship of Senior Minister for Education and Literacy Department on April 16, 2011. The Secretary, Education, and Literacy Department presented the road map to the Senior Minister for comments and approval. The Senior Minister approved the road map and also emphasized on the provision of new textbook to student studying in Sindh Government Schools without any delay. However at the same time he emphasized that with the passage of the 18th amendment education is a devolved subject and the province under the delegated authority is now empowered to review/ validate the existing curriculum to ensure that it is compatible with the needs and wishes of the people of Sindh and is free from any anti-democratic and extremist content.

The senior minister however clarified that the validation of curriculum 2006 may not be treated as a major change of policy, rather to look at it with the perspective of alignment to democratic and social values based on philosophies of peaceful coexistence with in a multicultural context. The Minister directed the review the exercise may be completed with in two months.

On the direction of the Senior Minister of Provincial Advisory Committee and four subject committees for English, Maths, Science, and Social Studies respectively were formed to complete the task with out delay because a lot of time has already elapsed and children still have old books, which were developed more than ten years ago.
